BENTON HARBOR - City commissioners Monday agreed to hand over management of city parks to a nonprofit conservancy.
"I've been the big voice against the parks conservancy," Commissioner Trenton Bowens said before the vote. "After sitting down and reviewing it (the agreement) and speaking it over with the EFM, with some changes, for example ... instead of leasing the parks for 20 years, they'll be leased for 10 years ... I can support this.
