BENTON HARBOR — Benton Harbor city commissioners Monday approved raising the city’s water and sewer rates over the next five years to plug a $900,000 shortfall, and to help pay for almost $15 million in infrastructure improvements that are expected to start this fall.

Water rates will increase almost 10 percent each July 1 for the next five years. This July, the residents’ water bills will increase on average $5 a month, Chris Cook from Abonmarche, the city’s engineering firm, said after the meeting.
