BENTON HARBOR — Dale Kleber has a dream of helping build community gardens and hosting cooking classes in Benton Harbor.

But first, Kleber said he needs to be able to open Tetra Horticulture Co., which expects to grow up to 1,500 medical marijuana plants. To do that, he plans to invest up to $2 million into the 13,000-square-foot building that he bought last week to turn it into a first-class cultivation facility with six medical marijuana grow rooms.
