SOUTH HAVEN — A South Haven developer is interested in creating a large development that will provide more retail and residential units downtown, as well as public parking, green space and public restrooms.

Developer Randy Locker unveiled a multi-million dollar development proposal to the community last week during two open houses at South Haven City Hall that were attended by about 40 people. Locker is behind the $2.7 million restoration of the former Hale building, which is nearing completion.
