ST. JOSEPH — Caroline Tubman couldn’t view money the same after coming home from the Dominican Republic.

The incoming senior at St. Joseph High School was going into her sophomore year, and her driver’s license test cost $60, the same amount as the yearly cost of school for an elementary student from Batay 106.
