Why did Upton vote against wall funding?

Much is being said about finding funds to build Trump’s wall.

2018 H.R. 3, Spending Cuts to Expired and Unnecessary Programs Act, would have freed up an estimated $15 billion to fund the wall. The resolution passed the House even though Fred Upton and 18 other RINOS voted against it. It was defeated in the Senate and put Fred in the company of the likes of Pelosi, Schumer, Blumenthal, Durbin and other Democrats.

Politicians must regard the programs like the penny dish at a cash register where, if they need a million, they can take a million. However, taxpayers are the only ones who put money in the dish.

I called Upton’s Washington office asking why he voted against the bill. That was Dec. 18. Still no reply.

Were Upton and all the Democrats he sided with afraid the funds might be used for something needed? Why is money appropriated for unnecessary and expired programs?
